Intermittent overheating

I have an 01 P71 crown vic. It runs fine for a few days at a time then decides to overheat.
I have changed water pump, hoses, and thermostat, flushed radiator. Fan runs when I
turn on the A/C.  It runs sometimes at idle, sometimes not.  Changed fan relays as well.  
I am stumped.  Would appreciate help from anyone. Thanks

When do you notice it getting over heated? While driving at highway speeds or mainly at an idle? Your fans should only come on when ac or defrost is on or when at an idle the engine starts to over heat. When at idle If engine is not to hot and ac or defrost is not on the fan should not be running.

overheating check sencer for fan opperation water out of tail pipes sometimes conservation (normal) always replace theomastate water out of tail pipes crack head,head gasket,intake gasket,cracked block must be loosing water out of radaitor
