car starts and runs up to high idle , then drops down and dies, it does this abouy four times then runs okay?

99 Ford Crown Victoria, cold start issue, car starts, goes to high idle, then drops down and dies. At 19 degrees it did this at least four times before staying running, it then sounds like its getting way too much fuel. After its warmed up it sounds okay. Do the o2 sensors come into play during cold start? What else could be the problem? 3 Answers

I have an 83 Ford LTD Crown Victoria. The fuel pump stays running when the key is on. Is this normal? The car will not start.
