a used car dealer called "auto source"/joe, in denver colorado told me that due to the privacy act they can not obtain oil change records for cars they obtain through aution or other avenues that they buy cars for resell. I had orginally called to ask about a car they had listed with a carfax that showed large gaps in the maintenance records. Is this true?

Ask for a Car Fax. I do not think dealers can release any information from previous owners at least not without their written consent. Even then they probably would not.
FOR is right, plus not everything gets listed on CARFAX. Plenty of owners do their own work and that doesn't show up , so you get gaps. I would not let that worry me when buying a car. Have it checked out by your own mechanic before purchase to ease your concerns.
