Slight Vibration in Steering Wheel

Two months ago car diagnosed with balance off in front tires, uneven tread,
and the mechanic added weights and said to move the front tires to the back
if it continues.  MOst likely cause due to dirt roads.  Last week car did not
pass inspection due to broken belt and wear.  I asked if the vibration was
caused by this and he believed so.  Now I am paranoid.  He put two new
front tires on the car and said I am good to go and passed my car, but I may
still notice some vibration, but only slightly?  What would you advise, and
could it be a bigger issue.  I don't want my tires to wear again or break a belt.

So he replaced the tires that he believed were the problem but you'll still have a vibration ? ? ? That sounds like B.S. to me . What year is this and whats the mileage ? Could be a suspension problem .
