2006 VW Jetta GLI one headlight stuck on and no keys in ignition

I have recently put in two brand new headlights and
ballasts.  The passenger side works as expected. The
driver side lights up as soon as I plug it in without keys in
the ignition.  I was suspecting it might be a relay but can't
seem to find where a relay for the headlights would be
located. After pulling down the CECM under the dash and
pulling all of the relays out, my meter still shows +12V
going to the driver side headlight.  I'm not sure what to do
for troubleshooting at this point.  Are there any relays for
HID headlights? Maybe I'm chasing a relay ghost! Lol i also
swapped out the 40A fuse with another and still the same
problem.
