Car will not start on cold morning but will once day warms up?

Fuel pump was replaced replaced, car is a rebuild. It does run great but will
not even fire in the mornings. Believe it maybe a fuel pump issue but not
sure..

You would need to do some fuel pressure test to determine if it is the fuel pump or fuel regulator. Chances are since the fuel pump has ben replaced that may not be the problem. But make sure and change the fuel filter first.
