1999 grand marquis air compressor ice cold but
blows nothing but heat out the vents what could it
be?

Listen VERY CAREFULLY while you move the lever from off, to floor, to defrost, to cabin. You should be able to hear the vent door move if it is working correctly, going from one input and output to the other.
