Question type: Maintenance & Repair

After getting about 18" of water in it during a flood, our "99 Protege won't
maintain a constant speed. It starts slowing down as soon as I reach the
desired speed. The check engine light is on but it won't throw a code. The
alternator light is also on but the alternator is working perfectly. Plus, the
battery is getting drained while it is parked. Any help would be greatly
appreciated.

The ECU was probably damaged in the flood along with a lot of other things. You probably should pull all the ECU plugs to dry out the connections. You may need to replace it or get it re-flashed. I am not sure your car is worth fixing though and it will probably nickel and dime you to death.
