a/c and fuse problems

I have a 2009 Dodge Ram 3500 diesel, first off the cigar lighter keeps blowing the fuse.
The fuse has been replaced several times but it keeps happenening, any idea why?
Second, the a/c went to working fine to practically not at all. Tried a recharge and sealant
kit and when hooked up the gauge says the system is full but the accumulator isn't
getting cold to touch.
