B2600 front differential won't disengage

I have a 90 Mazda b2600i. The front differential will
not disengage. I have no broken wires. I have
checked the vacuum actuator and both the lock
and free solenoid. All seem to be working fine. I can
manually pull the differential to the free position.
However, as soon as I start the truck it locks the
differential. I noticed that the wires to the lock
solenoid has power flow as soon as I turn on the
key. Who can help?
