Steering boxes are bolted to the subframe, if yours is moving then the mounting holes are likely rotted away. Things like steering gear boxes or sway bar mounts can become detached when the frame their mounted to rots. You'll have to look at the subframe, if it's bad, the best way to fix it is to swap it out for another sub frame. If it's not *too* bad you can try a weld repair, but welding rusty metal is not easy, and if rotted in one place there's a chance it's rotted somewhere else.
