2007 city jetta starts well and run well. after a while in a traffic jam stalls and
difficult to start. after  a bit it starts and runs as long as I can keep moving. EPC
light comes on while trying to start.
changed the air filter, fuel filter, added fuel line cleaner no luck.

Your car is obviously on limp mode since the EPC light has come on. I've triggered the EPC light when I drove really fast on a really rainy stretch of the highway and I might have driven through some deep water puddle and splashed water into some sensor. After waiting for a few minutes, and after revving the car's engine (in the hope of expelling the water that might have gotten in), the EPC light sensor disappeared completely. You should definitely send your car for immediate servicing at the closest Volkswagen service centre in your area. You're probably causing more damage to your engine by continuing to drive with the EPC light on.
