Check for vacuum leak first, then proceed to the headlight switch. Yes there is a vacuum line on the switch! Follow through the firewall to the front frame tube( it's round and has air lines on it) It is the reserve tank. From there go up to the actuators to ckeck for vacuum. Now you are at the headlight buckets, and if the bushings are bad, springs are rusted, or gear has worn teeth, it needs to be replaced. No amount of vacuum will override a bad headlight bucket. Good luck.
