Electric Door lock intermittent

My Sebring has an intermittent problem.  Occasionally the Key Fob acts as though it is locking the doors (horn sounds, lights flash), but the door locks don't lock.  When this problem occurs, not even the switch inside the car works.  To make this stranger, the unlock function ALWAYS works.  Does anyone have a possible solution or someplace to start?
