transmission slipping on kickdown

My daughter has a 2003 ford focus.  The 4F27E transmission is slipping on kickdown at all driving speeds.  It’s supposed to kick down to the next gear. I changed the fluid and filter many times.  I changed the “A” and “C” solenoids plus both the input and output speed sensors.  If I drive the car it runs fine but I have a light foot and when I need to accelerate I do not kickdown but slightly accellerate.  There has never been an error code.  I am suspecting the TCS or the PCM at this point.

I have had the car to two specialists and they say it’s fine.  The kickdown (pushing the accelerator all the way down) is supposed to drop it to the next lower gear but it instead slips.  When I back off it goes into the next lower gear.
