Check the Engine Coolant Sensor. If this ignition is ON and you remove the ECT Plug from the sensor the cooling fans operate automatically, it part of the fail safe system.

Check the Engine Coolant temp sensor connector plug is connected correctly and the wire has no open circuit. Otherwise the problem couls be in the Computer box.
