With all the electronics in the steering wheel, you have to get electricity to it and still be able to rotate the wheel. Originally, we had only a horn in the wheel and it was fed by a single wire that looked like a spring that revolved with the wheel like a clock; thus clock spring. Now, with all the extra steering wheel features, the clock spring has evolved into a printed circuit ribbon with many individual connectors for each feature. I suspect that when your clock spring was replaced, the mechanic failed to reconnect some plugs completely and they just pulled out. You have to get into the column again to reattach those connections.
