im getting power through my starter but the starter wont try to engage the flywheel

your starter may be free wheeling, you could also have some sort of mechanical resistance in the engine like broken teeth on the flywheel or the gears are binding or even the engine being sezed. try taping the starter with a hammer if the teeth are bound up it will loosen them if that dosent work get a volt meter and do a voltage drop test on the starter. if you find high resistance it will be an electical problem if not it will most likly be free wheeling or mechancial resistance

you might need to shim the starter. make sure the teeth are going into the valleys of the flywheels

Sounds like you may just have a bad starter, that the Bendix has taken a crap on. I would start by replacing that.
