How do you get to the upper bolt heads to release the lower nuts in the rear corners of the fuel tank in order to remove it in a 1972 Jeep CJ5?

Are the bolts spinning? If so I would use a pair of vice grips on the bolts if you can't get a wrench on the bolt heads.
