Steering on 1984 Chevette

1984 Chevette with power rack and pinion steering is leaking all fluid out of it.  Can it be
safely driven without the steering fluid or will it just be harder to steer like a manual?

Should be tough to steer and hopefully the pump won't start making a squeeling or grinding noise due to lack of fluid.
