2003 Middle Bench Velcro not sticking

How do I get the carpeted thing that sticks with velcro to my middle bench to stay up? I
tried cutting away the fuzz that did not help.

I found that the previous owner used velcro, but it was because the plastic clips were broke. I picked up two for $25 on ebay and easily installed. There are two pieces of plastic that flange out and clip in. I used a butter knife to unhinge those pieces of plastic and the new ones just slid in.
