How can i get air to come out my bi-level vents?

AIR COMES OUT ON DEFROST & FLOOR VENTS, BUT
WANT COME OUT MY BI-LEVEL VENT.MY CAR IS A 1990
CHRYSLER NEW YORKER, FIFTH AVENUE.

We are having the same problem with our 1990 fifth ave. My husband is checking the vacuum hoses, he has found a couple of them disconnected and one broken. Maybe we are on the right track. Have you checked your vacuum hoses?
