I just changed the starter but it still won't turn over,not even an attempt, why?what could it be

Is the battery charged? If it's not then you probably don't have it wired correctly, the wires aren't tight or have a good electrical connection (grease, rust, corrosion). The new starter might be bad out of the box. It does happen.
