My dad's 99 Suburban 1500 4x4 wont'come out of 4 low. Anyone?

The only codes that we got on that were C0222 and C0226 both reading right and left speed sensor missing. But the main problem with it is that it will not come out of 4 low. Anyone know what the problem is?
