I have a silverado that I removed and reinstalled the fuel tank on and now it wont start.

I removed the tank to do some welding and when I reinstalled it won't start.
I have checked the ECMB fuse and it is good. I switched the F/PMP and DRL relays around to see if that would help. I'm not sure what to try next. The box is still off so I have good access to the tank.
