1999 Lumina ran fine, turned it off and it would not start again,

after running okay the engine would not restart, panel lights come on and fuel
pump works, starter position would not operate starter so installed remote
button, engine starts and runs for 2 seconds, i can rev the engine in those 2
seconds, so i don't think its fuel related, i think that its electrical, replaced ign
relay did not fix the problem

Reading down the posts I found one that might relate to my problem, its the anti theft device, the light on my dash reads Security, and it is flashing, the cure was to turn on the ignition and leave it on until the light reads steady then start the engine, the post said this would take about 10 to 15 minutes, my light was still flashing after 1 hour, where does this anti theft device reside, ?
