Headlight problem

Hello I have a 2000 chevy cavalier and we just replaced the
headlights but the left one is still very dim, almost to the
point of not being able to see it! The other headlight is
perfectly fine (both light bulbs are the same) we did test it
and it said the light was getting 11v when it should be 12v.
Any tips on how to fix?

Headlight ground on that side, a bad headlight socket or plug in.
