How can I tell if the fuel pump relay is bad

I have a 2001buick lesaber 3.8 every time I put gas in my car my gas gauge hand goes to full and drop to empty .

What causes the gas gauge to drop to empty and I have a full tank ,it go to full than empty . What's the problem.
