the fan only works on high for the ac and heat, the other speeds are extremely low

The heater blower works downstream from a resistor that allows full power on High, but restricts current when the switch is set to a lower speed. If the blower works only on high, I'd suspect a defective resistor. The resistor is located under the dashboard on the passenger's side. It's bolted to the firewall and is easy to replace.
