I have a 2002 Chevrolet Trailblazer, the fan in front of the radiator does not turn. I bought A Serpentine belt thinking it might be the problem. Any thoughts?

Need to be more specific here, but if the vehicle is running, it should be turning no matter what. Even if the fan clutch isn't engaged, there's enough resistance for the fan to free turn.
