gas leaking from vent line

I have a 64 Buick Skylark, I noticed a gas leakage on the ground and looks like it is coming from tank vent line.Line follows main fuel line and stops at fuel pump area. Also, line looks like to be a little lower than fuel tank. Is this normal or should vent line be turned up so it is higher than tank?

I think it should run from the fuel tank to a charcoal canister in the motor bay then a purge line going to the carb..I don't think any of it should be open air especially if it leaks gas

65 buick did not have a charcoal canister some had a vacuum topped full pump that went into a vacuum on the intake system.. most people did not go back to that fuel pump. 65 buick specials like mine the over flow tube goes up in the trunk loops over and goes back down to back of tank .. In the 17 years I have had mine it has only dumped a little gas from expansion and contraction on the garage floor the car came stock this way.
