RPMs staying at 4,000

I've had my car in 2 shops in the last 6 months and just
returned today NOT completely fixed. I'm stressed. I have a
new transmission and a lot of other things done. Lets get to
the point. My RPMs won't go back down after I hit 45 mph.
They stay at 3,500-4,000 RPMs.  44 mph and lower they
drop to a normal range. I have a 2008 Chrysler Sebring.
Please anyone have any clue as to what it could be. I also
had a new computer system put in as well.
