10 amp starter fuse keeps blowing

I have a 04 chevy Silverado. When i replace the 10
amp fuse the truck will start. Itll run until i shut it
off. While its running the rpms will bounce
continuously between .5 and 2 rpm without the
motor revving. Once i shut off the engine i have to
change the 10 fuse for the starter to restart.
