04 chevy impala

My 04 chevy impala temp in my car says its hot but
its not hot at all. My brother replaced the
thermostat and water pump. Still acts up..can't
pinpoint whats wrong. Any ideas??

You said that he changed the thermostat but did he test the wire between your thermostat and the gage to see if the wire is working?
