Radiator hose on 2004 caviler 2.2

Should the bottom hose get hot cause mine isn't
and I just replaced it ? Acts like it don't have power
sometimes

Top of radiator receives hot water from engine, falls thru radiator and gets cooled down and at bottom goes back into engine cooled (relatively speaking)
