Why wont my car start

I have a 2004 chevy cavalier that has a new battery
new starter tried jumping it and it wont even turn
over.  Lights work heater works but it does nothing
when i try to start it.   Check spark plugs and fuses.

Note the diagram for starter motor, if you say the starter motor won't even crank the engine. Make sure battery connections are all good. You can see fuses in diagram, not only check the fuses, use a test light and check voltage. The two fuses at the top, hot all the time. The crank fuse, lower down on the diagram, goes hot with key in crank position. You can see the crank relay in diagram. It might be possible to pull the crank relay, then use jumper wire on the cavities for switch side of relay, right side in the diagram, The starter motor should crank the engine, if neutral switch is ok, automatic transmission. If you try that, make sure transmission is in park or neutral and parking brake is set. Make sure vehicle can't move. If jumper doesn't work have to check neutral switch if this is an automatic. I started to tell you replace neutral switch, at the beginning, but, I hate to see you replace something and it not fix the problem, so I added the testing. Let us know.
