no shift until 4000 rpm?

the car was owned by a 92 year old man who only drove it to and from the store and bowling. now when i bought it i
was told the auto transmission was rebuilt no more than 5000 miles ago. when I drive it it wont shift until 4000 rpm
from 1st to 2nd or 2nd to 3rd and it wont even try to shift into 4th which makes highway travel dangerous. why is this?
I know it sat quite a bit since the rebuild or at least only driven to the aforementioned places. would a flush help?
does it need rebuilt again? any help would be appreciated.

start with a transmission service (about $150), it could be as simple as not enough fluid getting around the gears. otherwise, get the computer checked. hope i can help, and good luck.
