Sounds like the classic loose connection under the dash. Either the electrical connector or the ground connection is loose.

sounds like ground on dashboard! check the book to see witch screw heads you need to turn?? some screwhead dont turn on some car and you could break them off! wont hurt nothing but will make the dash look bad! :(

Do you have a digital dash? If so then the dash power supply, You will either need to replace it or resolder the joints. It is a common issue with the 1980s Z digital dash.
