2007 outlook. New power steering pump and rack. Still has steering issues

At first backing up and moving forward, steering wheel shuttered almost as if tires glued to ground. Then (within a mile) at full stop when turning wheel

When turning steering wheel, no assist at all. Like a truck. Soon as car moved, steering came back. They supposedly flushed system. Wondering if it's air in system?

We put ona new rack and pinion and we forgot to hook up sensor,is this a problem?
