what other year front seats are compatible with my 1973 bug

The driver seat that is in the car now rocks to the right and left in its tracks, (there is no passenger seat) so I'm not sure it's the correct seat....and I am searching for a passenger seat

There are plastic pieces that snap onto the feet on your seats. They keep the seat from rocking. Look at the West Coast Metric web site for seat sliders. They are not that much and will fix your problem.
