If the engine is stock you should get well into the 20's or maybe higher.

Look at it this way unless your were to buy a Honda Civic or Toyota Corolla the Bug will do far better or atleast in comparison too. I use to have a 74 stock single port dealer conversion to baja with single progressive carb which I suggest for any off-roading. Its been years but know it was way better than anything of the era, I could drive a five hour trip one way and put 70-80 miles on it there goofing at the beach and drive back another 5 hours and still have gas in the tank (stock tank Size) to make it to work the next day or few days.

From a full tank and I also did one of those trips stating out with 1/4 tank and mad it 90% the way to the beach before getting gas. Yea its not a freeway flyer and better to run in the 55mph range which is the MPH the freeways used to be around here then but there are upgrades that can get you more MPH if needed. If I had to do it now with 70 - 90 MPH the norm I would trailer it to my destination or drive the back roads unless I changed my gearing or added a gear.

Freeway flyer trans may just help you get the MPG you wish for too.
