Question type: Maintenance & Repair

I put the test light on my Classic beetle to check the distributor timimg and
when turn the distributor the light on the tester stays on. I'n at top dead center
and the rotor is facing the #1 spark plug. I know the light is suppose to go out
when you move the distributor out of timimg but it does not. Any help with this
please?
