Whining noise Dodge Caravan 2007

It whines upon starting the van, while idle and at slowing, turns, and stops. It
goes away when I push on the gas.  Had brake pads and rotors replaced
within the month. This started happening today.  It's at about 102,000 miles.

Things that can make whining noises, power steering pump, either low fluid or a pump starting to fail, serpentine belt pulley bearings just before that come apart, I have even heard water pumps make a whining sound just before they fail, more serious whining sound from the transmissions front pump. So ther are some things to check..
