What is the braking system inside of the rear rotors used for?

Just removed the left rear rotor from my 1991 Volvo 240 sedan and found a
braking system that fits inside the rotor.  What is this for?

Sounds like your talking about the emergency brake.

That's what I thought but I didn't see where the e-brake cable goes into the braking system.

It is the e-brake... I cant remember what the e-brake cable looks like off the top of my head though.
