96 VW Cabrio seat belt issue

Recently got a 96 VW Cabrio, but the front passenger seat belt won't pull out.
It will retract though, and it doesn't seem like the car was in any kind of
accident that we can tell.

Any ideas on how to fix this guy, or where I can find a replacement? What
other cars/years can I pull this part out of if I need to, as there are no cabrios
in my area.
