I have a 1999 volkswagon jetta that wont
start. My tire blew out and it hasnt started
since ive checked everything fuses good
new starter. When trying start it just
makes a winning sound. Doesnt seem to
be getting fuel or spark no starting
engaging as well. What could be the
problem

If ur saying starting not engaging than probably something on your starter. Could be too the starter is working but the flywheel it turns on the trans is worn out.. If u can be careful, jack it up and see if starter engages wen someone cranks it.
