Check you don't have a blocked vent tube or vent canister.

Please tell me how I can get gas down the change anyhow is there a way to bypass it because it won't allow the the gas won't go down to the neck

Fill it by a gas can and not at the pump. Just take your time and go slow, remember it's the gas fumes that are the major fire hazard. That will get gas down it so you can get it somewhere, but it will not fix itself.
