Question type: Maintenance & Repair

My high beams will not stay on, only flash. The light
switch is in the in position and I have checked the
fuses. There is a relay missing so I plan to correct
that but I don't think it's related. Sometimes the
blinkers are also not blinking or are delayed. I'm
wondering if it could be the arm itself. Thoughts?

I have an 03 and if the switch is in the middle, that is the daytime running lights position. The high beams do not work in that position. The switch needs to be in the right / 2:00 o’clock position and the high beams will work
