The car cannot be stolen if it was issued a temporary tag since that is state controlled and generated based on VIN and Driver License number. If you purchased a used car, it is normal to get only one key, because most used cars have only one. The title should really get to you within maximum of 7 weeks. Typically the dealer purchased the car from an auto-auction, and will receive the title within 30 days from purchase. After that he will have to apply for your title in your behalf if you paid the Title Ad Valorem Tax - and that will take another 3 weeks depending on the County you live in. In Gwinnett is about 2 weeks wait. If you didn't pay the title tax, you were supposed to get the title signed by the dealer immediately after they received it from the auction they purchase the car from.
