1990 Ford E-350 Club Wagon Issues

We have a 1990 Ford E-350 Club Wagon, larger gasoline engine. The van
has been running rough and wouldn't start Friday night. We changed the fuel
filter right under the driver door, and it helped some, but wouldn't start again
yesterday. We changed out the fuel pump that is near the fuel filter.

Today, when my husband went to start it, it wouldn't start again until he
sprayed starter fluid into the engine (I think he said the carburetor, but I'm not
sure).

Someone told him there are three fuel pumps on this version of the van
(transition year) - one in the line near the driver door, and one in each gas
tank. Is this true?

We were also told to see if the van has a fluid check valve. Does it, and
where would we find it on the vehicle.
